Arbeiter-Samariter-Bund (ASB) is one of Germany’s largest and oldest social welfare organisations. ASB’s
Indonesia Office is seeking to build on its reputation as a regional leader in providing disaster risk reduction
(DRR) and educational solutions for people with disabilities. ASB Indonesia is seeking an experienced
manager to oversee and deliver an institutional capacity building project on inclusive education funded
by the EC. The project is to be implemented in close collaboration with Yogyakarta provincial education
authority. The project presents a unique, challenging and rewarding opportunity for a suitably qualified
individual. The opportunity comes with a competitive remuneration package and the chance to contribute to
meaningful change in the field of inclusive education.
Location: Yogyakarta, Indonesia with occasional travel in country
Duration: 20 month (TBC and subject to completion of probation period)
Start: December 2009
Reporting: To Country Director
Profile sought:
• Advanced degree in disability studies, education, public policy and administration, development
studies, or similar.
• Proven track-record in management and institutional capacity building within a resource constrained
country context or related institutional environment.
• The ability to work with a range of stakeholders from national policy makers to pupils and their
families. Direct field experience in implementation and/or research essential.
• A sound understanding of the Indonesian political structure since regional autonomy in 2001
will be required. Direct experience of working with Indonesian government representatives a
clear advantage.
• Capacity building, training and teaching skills required.
• A proven track record in working with marginalised and excluded individuals and groups with a
particular focus on people with disabilities.
• An understanding of DRR education and regional policy documents (e.g. HFA, Bangkok Action
Agenda) an asset. Knowledge of international and regional policy documents relating to
people with disabilities and inclusion a must (e.g. Biwako +5).
• Excellent communication skills including fluency in English. Advanced knowledge of Bahasa
Indonesia a distinct advantage.
